Alessia structured the Eight Divines from the Nordic and Altmer Pantheons but decided not to include Shezzar/Lorkhan/Shor as the Ninth due the the loathing the elves had for the deity. She placed Akatosh at the head of the pantheon but always refered to a hidden divine. Talos would eventually compelete the pantheon, yet some belive the reason the Thalmor don't want Talos being worshiped is that they might belive him to be Lorkhan.

Their issue with Talos is that Talos was a physical man they can all remember...emphesis on "Man". In the eyes of the Thalmor (or more correctly in the eyes of the Aldmer Dominion):
Man < Mer < Altmer < Aldmer Dominion
So to be the top and best of it all you should be a High Elf in the Dominion, otherwise you're crap! It's interesting that we make talk of the Stormcloaks and how their 'nationalism' is really just 'racism' but we always leave out the Aldmeri...
At any rate, most Imperials believe in the Divines (nine or eight, depending on preference and time frame), but there are of course rogue-religious groups out there (the Deadra).

I tend to view Talos as being the equivalent to Lorkhan due to Lorkhan having already been the Ninth Divine, and the similar characteristics that both Lorkhan and Talos share.

It's seemingly possible that Talos on Nirn was just a physical representation of Lorkhan. And it makes further sense that the Aldmeri would have something against Lorkhan (because of his preference of Man over Mer) along with Talos (simply for being a Man).
