Te Quiero (which can be literally translated as I want you) is the most common way to say 'I love you'. You can use it with family members, pets, friends, or significant others.
Te Amo is normally only used to profess romantic love.'Amor' is the noun form as in: El amor es un sentimiento muy hermoso. (Love is a beautiful feeling.)

It depends on the kind of love you are trying to express. Just like saying "I love you" might be too much in English, "Te amo" might be too much in Spanish as well. "I love you, but I´m not in love with you" would be "Te quiero, pero no te amo"
We say "Te quiero", which is more like "I luv ya", but there is no direct translation in English for "Te quiero" to express romantic feelings, it can also mean "I want you", "Te quiero feliz" meaning "I want you to be happy"
Both "Te quiero" and "Te amo" translate as "I love you". But, the kind of love would be different or in the words of the Mexican singer José José:
"El querer pronto puede acabarEl amor no conoce el finalEs que todos sabemos quererPero pocos sabemos amar"
